Zhongxin. com, Chongqing, October 24 (Reporter Liu Xianglin) The reporter learned from the Liangjiang New District Branch of Chongqing Public Security Bureau on the 24th that the bureau recently detected a series of fraud cases in which "cultural relics" were used as a cover to collect high "service fees". The police smashed five criminal dens, seized a large number of computers, mobile phones, fake cultural relics, fake auction albums and other crime tools, and arrested 116 suspects, involving nearly 7 million yuan.
In late May of this year, the police in Liangjiang New District of Chongqing received an alarm from Mr. Li, a mass in the jurisdiction, saying that the staff of a cultural company took the initiative to contact him, saying that the collection in Mr. Li’s hand was a "cultural relic" with extremely high value. The other company can arrange a trade fair or auction to auction the "cultural relics" in Mr. Li’s hand at a high price and invite Mr. Li to the company for an interview.
Mr. Li came to the company with "Baby", which was appraised by "experts" in the company, and the market price of "Baby" exceeded one million. However, the staff of the company told Mr. Li that the auction of "cultural relics" requires a certain process and charges related service fees. If the auction is successful, the service fees will be refunded in full, and the company will only charge 8% of the auction amount as commission. Mr. Li signed a "service agreement on entrusted transaction of works of art" with the company, and paid the "service fee" to the company twice, totaling 66,000 yuan. After a period of time, Mr. Li found that the company was not qualified for treasures, and its so-called auction activities were pure fiction. However, the collection in my hands has been identified by relevant departments as old objects and has no collection value. After discovering that he was cheated, Mr. Li immediately reported the case to the police in Liangjiang New Area.
At the same time, the police in Liangjiang New District have received many such "Jianbao" fraud alarms, and the modus operandi is highly similar. Immediately, a task force was set up to investigate. After careful investigation, the police have mastered five collection trading companies named Jianbao in the jurisdiction and their personnel structures. The police found out that each of the five companies has a general manager and a deputy general manager, an administrative department and a business department, and a sales team under the business department, each with 3 to 10 members.
After fully grasping the crime characteristics and key members of the fraud gang, the police destroyed the fraud gang in one fell swoop, seized a large number of crime computers, mobile phones, fake cultural relics, fake auction albums and other crime items, and arrested 116 people involved.
According to the police investigating the case, the criminal gang recruited a group of ordinary employees who didn’t understand the identification and auction of cultural relics. After the company’s unified training and exchange of words and fraud techniques, customers were invited to the company by telephone, and they were induced to auction their collections by means of inflated quotations, taking advantage of their psychology of getting rich overnight, using so-called "expert" appraisal and "appraiser" valuation, and then they were defrauded in the name of signing an auction and exhibition contract and collecting "service fees".
Xiong Moumou, the main suspect in the case, confessed that in order to better implement fraud, the company will regularly give employees "vocational training" to teach relevant fraud operation procedures and words. In order to make the fraud get away with it, they will arrange the "auction site" abroad, so that customers can’t arrive at the site in person. In addition, they will also make false invitations to the auction, shoot live videos of the auction, etc., and send them to customers to dispel their doubts and defraud their trust. According to the preliminary statistics of the police, there were more than 500 victims in this case, involving nearly 7 million yuan.
At present, the relevant suspects have been detained and the case is under further investigation.
