The "Notice" issued this time clearly requires that before the end of June 2018, banking financial institutions such as state-owned commercial banks and joint-stock commercial banks should handle personal II and III account opening and other services at the counter of the bank and electronic channels such as online banking, mobile banking, direct banking, remote video teller machines and intelligent teller machines. Before the end of December 2018, other banks should meet the above requirements. In December 2015, the central bank initiated the reform of personal bank account system, and divided personal bank accounts into three types of accounts with different authority levels. Among them,Class I accounts are fully functional accounts., that is, the debit card or savings passbook used daily;Class II accounts have the function of "financial management+payment", which can be electronic accounts or bank cards.Class III accounts can only make small consumption and payment, and basically belong to electronic accounts.Figuratively speaking, three types of bank accounts are like three wallets with different funds:
Class I households are "cash boxes", and the main sources of funds such as personal wages and incomes are stored in this account;
Type II households are "wallets", through which individuals can make daily credit card purchases, online shopping and online payment, and can also purchase investment and wealth management products from banks;
Class III households are "coin purses", which are especially suitable for emerging payment methods such as mobile payment.
On September 30, 2016, the central bank issued a notice stipulating that from December 1, 2016, everyone can only open one Class I account in each bank. If a Class I account has been opened, a Class II account or a Class III account should be opened.
Simplification of account opening procedures for II and III households
The "Notice" has optimized account management, which simplifies account opening procedures and clarifies individuals.When opening Class II and III accounts by using secure and reliable authentication methods such as digital certificates or electronic signatures, if I am bound to my Class I account or credit card account, and my personal identity data or information has not changed, I don’t need to fill in my identity information or show my identity documents when opening Class II and III accounts.Prior to this, the opening of Class II and III accounts required verification of personal identity information.

For opening a Class III account, the Notice stipulates that,An account that has been verified by real-name registration system must be bound.When the total amount of bilateral receipts and payments of the same person’s funds in all Class III households in a bank reaches more than 50,000 yuan (inclusive), the individual shall be required to provide valid identity documents within 7 days, and keep copies, photocopies or images of the identity documents, and register other basic identity information such as personal occupation, domicile or work unit address, and validity period of the documents.
